Coloradodistributor license

Marijuana Transporter

Colorado does not use 'distributor' as a license title; the closest analog is the Marijuana Transporter license, which authorizes a business to physically transport cannabis and cannabis products between licensed operators. Cultivators, manufacturers, and retailers can transport their own product without a Transporter license; the standalone Transporter license exists for third-party logistics.

Typical timeline
10-20 weeks state + local
Upfront capital
$50,000 - $250,000
Annual state fee
$2,500
  1. Confirm there is a business case for a standalone transporter

Most Colorado cultivators and manufacturers move product themselves under their existing licenses. Standalone Transporter operators serve smaller operators who can't justify a dedicated fleet. Margins are thin (usually $25-$75 per delivery), and Colorado's geography makes long routes (Western Slope to Front Range) operationally challenging.

    Time: 1-2 weeksCost: Free
    • Colorado's mature market has fewer underserved logistics gaps than newer markets. Validate demand before committing.
  2. Local business permit

Transporter operations need an industrial-zoned secure storage facility and local business permit. Most Colorado cities permit transporter operations by right since they don't generate retail traffic, though you'll still need standard commercial-vehicle permits.

    Time: 4-12 weeksCost: $1,500 - $7,500
  3. Secure compliant fleet

Vehicles must have: locked cannabis-only cargo area separated from driver compartment, GPS tracking active during transport, no exterior cannabis branding, climate control if transporting temperature-sensitive products. Drivers must be MED-licensed employees with their own owner-employee badges.

Time: 1-3 monthsCost: $45K-$120K per van (purchase + upfit)
  4. Form entity + banking

Colorado LLC or corporation. EIN. Cannabis-friendly banking. Note: transporter financials are often easier to bank than retail because there's no cash handling.

Time: 2-4 weeksCost: $50 SoS + banking fees
  5. Owner + driver background checks

Owners need CBI/FBI fingerprint clearance and MED source-of-funds investigation. Every driver also needs a MED Marijuana Occupational Employee License (one-time $75 + ongoing renewal).

    Time: 4-8 weeksCost: $39.50 fingerprint + $50 per owner + $75 per driver
  6. MED state application

Required: premises diagram of secure storage, vehicle registration and upfit documentation, driver/employee roster, security plan (cameras at storage, GPS tracking, two-driver requirement for high-value loads), insurance ($2M cargo coverage minimum), owner financials.

    Time: 8-16 weeksCost: $5,000 application + $2,500 annual

  7. METRC manifest training + route planning

Every cannabis transport must be tied to a METRC manifest detailing origin, destination, product, weight, driver, vehicle. Manifests must be available to law enforcement on demand. Plan routes that minimize time-in-transit, since manifest validity windows are limited (typically 24 hours).

Time: 2-4 weeks (concurrent with launch)Cost: $40/month METRC fee + ongoing dispatch software
  8. MED inspection + begin operating

MED inspects storage facility, sample fleet vehicles, and reviews SOPs. Once passed, license is issued and you can begin operating.

    Time: 2-4 weeksCost: Included

Tips from people who've done it

  • Build relationships with cultivators and manufacturers early: your business is fundamentally a logistics service for them.
  • Insurance costs more than most new operators expect. Cannabis-cargo policies start around $25K/year.
  • Driver retention is a real challenge. Plan a clear career path or your turnover will eat into margins.
  • Some operators successfully bundle distribution with secondary services (compliance consulting, label-printing logistics) to lift margin.
