Accelerator-Endorsed Operator (functional microbusiness equivalent)

Colorado does not have a single 'microbusiness' license like California. The closest analog is the Accelerator Endorsement: an existing licensed cultivator, manufacturer, or store can host a Social Equity Accelerator Licensee, providing technical assistance, capital, and shared infrastructure in exchange for a stake. For brand-new small operators, the realistic 'micro' path is a Tier 1 cultivation + small manufacturing license combination.

  1. Choose: accelerator endorsement vs. small standalone licenses

    Accelerator endorsement requires partnering with an existing licensed operator that has applied to host. The host provides space, infrastructure, and mentorship; you bring sweat equity and Social Equity eligibility. The benefit: significantly faster ramp and dramatically lower capital requirement. The trade-off: less control. Standalone small Tier 1 cultivation + small manufacturer is more independent but more capital-intensive.

  2. Apply for Social Equity certification (often required)

    Social Equity status is required for accelerator endorsement and waives state license fees for the first year regardless of which path you take. Eligibility: prior cannabis conviction (you or immediate family), residency in disproportionately-impacted area, OR income below 50% state median AGI for two consecutive years.

  3. Find an accelerator host OR secure your own site

    For accelerator: MED maintains a list of operators with Host endorsements. Outreach, vetting, and partnership negotiations typically take 2-3 months. For standalone: find an industrial-zoned site that supports both cultivation (1,000 ft school setback) and manufacturing. Outdoor or greenhouse cultivation is usually the cheapest entry.

  4. Local jurisdiction approval

    Each cannabis activity may need its own local permit. Cultivation + manufacturing typically operate under industrial zoning with a Conditional Use Permit. Plan for separate hearings for each activity if not combined under a single permit.

  5. Form Colorado entity + banking

  8. Buildout + cross-activity SOPs

    Each cannabis activity has its own SOPs plus cross-activity procedures (how product moves from your cultivation area to your manufacturing kitchen, all tracked in METRC). Small operators sometimes underestimate this overhead.

Tips from people who've done it

  • Accelerator endorsement is the fastest, cheapest path to operating revenue for Social Equity applicants. Pick your host carefully. The relationship matters more than the contract.
  • Standalone Tier 1 cultivation + small manufacturing is more independent but requires real capital. Be honest about cash runway.
  • Colorado's mature market is competitive. Differentiate on niche product, brand, or distribution rather than competing head-to-head on price with established operators.
  • The Social Equity Program's accelerator partnerships sometimes include free state fees, real-estate support, and capital introductions. Use everything available.
