New York's Microbusiness license combines cultivation (≤3,500 sq ft), processing, distribution, and on-site delivery under one license: a vertically-integrated small-operator path. You CANNOT also hold a separate Retail Dispensary license. Microbusinesses are SEE-favored and have lower fees, but the operational overhead of running four activities under one roof is significant.
