Adult-Use Retail Dispensary (CAURD or general retail)
New York's retail rollout has been turbulent: the Conditional Adult-Use Retail Dispensary (CAURD) program prioritized justice-involved applicants and nonprofits and opened first in late 2022. General adult-use retail licenses began issuance in late 2023 after legal challenges paused CAURD. Roughly half of New York's municipalities opted out of retail at MRTA launch, so location selection is unusually constrained.

Justice-involved applicants get the highest priority review in New York. SEE applicants more broadly (women, minority, distressed-farmer, service-disabled-veteran) get fee waivers, expedited review, and Cannabis Social Equity Investment Fund support. Even partial eligibility is worth the application.

Tips from people who've done it
- →CAURD priority is winding down but justice-involved applicants still get the strongest preference. Don't skip the SEE application.
- →Choose your municipality carefully. The opt-out map is the single biggest constraint on retail in NY.
- →Downstate commercial real estate is brutally expensive. Many successful operators have started upstate, generated cash flow, and expanded downstate.
- →New York's 280E tax handling burden is no different from other states. Get a cannabis-experienced CPA from day one.
